About this opportunity

The Florida Department of Children and Families, through its Office of Information Technology Services and Office of Substance Abuse and Mental Health, is issuing RFI 2627 030 seeking vendor information on enterprise Electronic Health Record (EHR) system solutions for three State Mental Health Treatment Facilities, with responses due September 11, 2026 at 5:00 p.m. This is a planning RFI only and does not constitute a solicitation for offers; responses will inform potential future competitive solicitations.

The scope covers enterprise EHR implementation across Florida State Hospital (Chattahoochee, 1,850 beds), Northeast Florida State Hospital (Macclenny, 650 beds), and North Florida Evaluation & Treatment Center (Gainesville, 200 beds), serving approximately 2,700 civil and forensic inpatient beds. Required capabilities include admission/discharge/transfer functions, clinical assessments, medication management, pharmacy integration with TouchPoint medication carts, seclusion and restraint management, therapeutic programming, laboratory integration with ClinLab, and interoperability standards (HL7, FHIR, REST APIs). Solutions must meet security and HIPAA compliance requirements and support multiple hosting options. Respondents must address implementation methodology, data migration strategies, organizational change management, and training approaches across approximately 3,720 staffing positions spanning clinical, administrative, operational, and support roles.

Vendors must provide certified, scalable EHR solutions with demonstrated capacity to implement enterprise systems. General, nonbinding pricing information is requested for budgetary planning, including estimated price ranges and cost components distinguished between one-time implementation costs and recurring maintenance and operations (M&O) costs. Respondents must identify pricing methodology (named users, concurrent users, facilities, beds, enterprise licensing, modules, transactions, or other) and any required third-party products or services not included in primary EHR pricing.

Written questions are due August 25, 2026 at 5:00 p.m., with Department responses provided by September 1, 2026. The Department may conduct presentations with selected respondents at dates to be determined. All responses are considered public records under Florida law unless properly designated and substantiated as confidential trade secrets or exempt information.
