About this opportunity
The City of Bellevue, Washington is requesting qualifications for progressive design-build services on the Bellevue Airfield Park Project (RFQ #26020), a 27-acre community park development on three city-owned parcels in the Eastgate neighborhood, with a Statement of Qualifications deadline of October 15, 2026 at 2:00 PM Pacific Time and a non-mandatory pre-proposal meeting on September 28, 2026 at 10:00 AM via Microsoft Teams.
This is a two-phase project with Phase 1 (Stage 1A) scoped for project definition, validation, planning, and preconstruction services under a not-to-exceed contract value of $300,000, and Phase 2 addressing complete design and construction of a regional aquatic center with an estimated budget of $163 million. The park master plan includes trails, wooded picnic areas, a playground, splash pad, flexible lawn play areas, basketball and pickleball courts, and the aquatic center. The site includes a former municipal landfill, introducing site-specific constraints.
Design-build teams must demonstrate minimum bonding capacity of $200 million and include a qualified architect and general contractor as primary team members. All prevailing wage requirements apply, including a 15 percent apprentice utilization requirement for labor hours on the Phase 1 portion. The City encourages minority, women, and disadvantaged business enterprise participation during both design and construction phases, with project utilization goals to be established during Stage 1A. Washington State prevailing wage laws and federal Davis-Bacon Act requirements govern the procurement where applicable. Title VI nondiscrimination provisions apply.
Evaluation uses a two-step competitive process: 100 points for Statement of Qualifications and 100 points for Request for Proposal response, with the highest combined-scoring firm advancing to contract negotiations. The City will pay a $2,000 honorarium to short-listed finalists not awarded the contract. Anticipated contract execution is December 2026 or January 2027, with Notice to Proceed for preconstruction services on January 26, 2027, and substantial completion of Phase 1 targeted for August 2031.
