Work must commence within ten calendar days of purchase-order issuance and be completed within 180 consecutive calendar days; liquidated damages of $400 per calendar day apply for work exceeding the timeline. The City will waive permit fees, but the contractor bears all costs to comply with permit requirements (Building, Electrical, Plumbing, Construction, Demolition, Stormwater Management, Erosion and Sediment Control, Utility, Forest Conservation Plan Amendment, and Forestry permits). Payment is NET 30 following invoice receipt via ACH only. A 5% retainage is held from each progress payment, plus an additional 5% held from the final payment for 120 days after acceptance. Questions are due June 26, 2026 at 2:00 PM ET. Award goes to the lowest responsive and responsible bidder; the City reserves the right to reject any or all bids within 90 days of bid opening.
