About this opportunity
The California Department of Fish and Wildlife is issuing a Request for Proposal for a Permit for Excess Vegetation Disposal (Grazing) on approximately 613 acres of the Yuba Narrows Unit within the Daugherty Hill Wildlife Area, located in Yuba and Nevada Counties, with proposals due July 21, 2026. The permit is non-exclusive, authorizing vegetation control through livestock grazing under Fish and Game Code Sections 1010 and 1745.1(a).
The scope encompasses grazing operations and excess vegetation management on the designated premises. The permittee must develop and comply with an Operations Plan and applicable Land Management Plans for the state property. Proposers must demonstrate financial capacity to obtain and maintain specified insurance: Commercial General Liability with minimum limits of $1 million per occurrence and $3 million aggregate, plus $300,000 Fire Legal Liability coverage; Automobile Liability of $1 million combined single limit; and Workers' Compensation with Employer's Liability limits of $1 million.
The permit term cannot exceed five years total, including any extension periods. Extension requests may be submitted 180 days to 365 days before the current term expires. Annual fees are determined using either acreage-based fair market value calculations or Animal Unit Month (AUM) methodology, with the permittee responsible for all maintenance, repairs, utilities, and property taxes. The state reserves the right to modify the premises size, livestock numbers, grazing duration, or relocate the premises entirely with ten days' written notice. All structures and improvements constructed by the permittee become state property upon permit expiration or termination unless the state elects removal by the permittee.
The RFP establishes the framework for selecting a qualified permit holder; specific evaluation criteria, pricing methodology, site visit or bidder conference dates, and detailed proposal requirements are contained in the associated RFP documentation.
