About this opportunity

The University of Connecticut is soliciting proposals under RFP CDR102726 to develop an interactive, secure, and scalable data analytics platform for the Connecticut traffic stop data collection program, with a pre-proposal conference on November 9, 2026 at 1:30 p.m. ET and proposals due November 24, 2026 at 2:00 p.m. ET through the HuskyBuy portal. The RFP identifies no specific set-asides. It encourages participation from Connecticut-certified Small (SBE), Minority-Owned (MBE), Woman-Owned (WBE), and Disability-Owned (DisBE) businesses, as well as Connecticut-based businesses.

The Institute for Municipal and Regional Policy operates the traffic stop program the platform will serve. The platform must provide a web-based interface accessible on desktop and mobile devices, with statewide trends, agency-level performance metrics, officer-level indicators, geographic and temporal analysis, and demographic pattern evaluation. The RFP notes potential expansion to similar environments for the District of Columbia, Nevada, Nebraska, and Illinois. The University anticipates a single award but reserves the right to make multiple awards. Commodity codes include SaaS, PaaS, IaaS and hosting services, system implementation consulting, software licenses, and software maintenance and support.

Pricing must be itemized for design, implementation, data migration, training, technical support, customer support, hosting, maintenance, upgrades, and related services over the three-year initial term. The maximum amount payable will be determined after proposal selection. The initial term runs three years from execution, with two optional one-year extensions. Payment terms are Net 45 days unless otherwise proposed, and payment is contingent on annual appropriations from the Connecticut State Legislature. Required insurance includes $2,000,000 general aggregate commercial general liability, $2,000,000 per occurrence technology professional liability and errors and omissions, and $1,000,000 combined single limit business automobile liability. All work product is owned exclusively by the University as work made for hire.

Evaluation is weighted at 100 points: Financial/Economic Proposal (40%), Firm Experience and Demonstrated Success (20%), Platform Design and Approach (20%), and Implementation, Training and Support (20%). Proposers must submit three comparable references, preferably from higher education institutions, along with the Campaign Contribution Certification and the Connecticut Economic Impact Form (DAS-46). Questions are due November 16, 2026 at 2:00 p.m. ET. Optional proposer presentations or demonstrations may occur December 14–18, 2026. Christopher Robinson is the primary contact at chris.robinson@uconn.edu.
