About this opportunity

The Maryland Department of Health, Developmental Disabilities Administration, is soliciting proposals under RFP OCMP-27-25800 for IT data analytics services, with a pre-proposal conference on November 4, 2026 and proposals due November 10, 2026 at 4:30 p.m. EST. The solicitation includes subcontracting goals of 7% Minority Business Enterprise (MBE) participation and 1% Veteran-Owned Small Business Enterprise (VSBE) participation, and MBEs and VSBEs are encouraged to participate.

The scope covers secure, scalable data analytics capabilities to analyze claims and program data, identify anomalies and emerging risks, and develop analytical tools and reporting. Pricing is organized into three tasks: Task A, Data Readiness and Analytical Foundation (850 estimated hours); Task B, Risk, Pattern and Relationship Analysis (450 estimated hours); and Task C, Implementation (1,600 estimated hours). Each task is priced across Project Manager, Subject Matter Expert, and Technical/Analytical Support categories using fully loaded hourly rates. The State does not guarantee minimum or maximum hours. Contract work is awarded on a firm fixed-price basis. Offerors must address handling of Protected Health Information and Personally Identifiable Information, and the appendix defines Production, Staging, and Virtual Desktop Infrastructure environments. The appendix also references the Program Management Office for the MDH LTSSMaryland program.

Questions are due November 5, 2026 at 4:00 p.m. EST, and the pre-proposal conference runs November 4, 2026 at 4:00 p.m. EST via Google Meet. Proposals must be emailed only to Procurement Officer Rodney Spence (Rodney.Spence3@maryland.gov; 443-610-4390) as separate Technical and Financial volumes, with OCMP-27-25800 in the subject line. The price form must be signed and dated, and any modifications or corrections must be initialed and dated.
