About this opportunity

Colquitt County Board of Commissioners is requesting sealed bids for traffic signal installation at the intersection of Darbyshire Road and Doc Darbyshire Road, with bids due September 24, 2026 at 2:00 p.m. and a mandatory pre-bid conference on September 8, 2026 at 2:00 p.m. at the Colquitt County Public Works office. The project carries Build America, Buy America Act (BABAA) compliance requirements mandated by the Infrastructure Investment and Jobs Act, and the contractor must perform at least 50 percent of total work with its own organization unless written owner approval for reduction is obtained.

The scope encompasses steel strain poles with mast arms, traffic signal equipment installation, storm drain piping (18 to 30 inches in diameter), thermoplastic traffic striping, concrete sidewalk construction, maintenance of traffic, and erosion and sedimentation control. Key deliverables include three steel strain poles (one 40-foot, two 45-foot, one 50-foot mast arm), eight 3-section and three 4-section LED signal heads, four pedestrian signal pedestals with countdown timers, eight inductive loop detectors, 222 linear feet of storm drain pipe, 4 catch basins, 1,090 linear feet of directional bore work, and 849 linear feet of thermoplastic striping. Installation must comply with Georgia Department of Transportation standards, the Manual on Uniform Traffic Control Devices (MUTCD), and the National Electric Code (NEC). The contractor must submit equipment catalog cut sheets for county approval prior to ordering and coordinate power service connections with Colquitt EMC.

The contractor must complete all work within 180 consecutive calendar days from notice to proceed, with liquidated damages of $500 per day for delays beyond this period. Bids require a certified check or bid bond equal to five percent of the bid amount; the successful bidder must provide performance and payment bonds each equal to 100 percent of contract price. A one-year guarantee covers workmanship and materials from final acceptance. The Colquitt County Board of Commissioners reserves the right to reject any or all bids and may award based on factors including standardization and ultimate economy beyond price alone.
