About this opportunity
The North Carolina Department of Adult Correction is requesting sealed bids on waste collection, disposal, and recycling services for Dan River Prison Work Farm and Caswell Correctional Center under IFB #52-IFB-2331394268-JJC, with bids due August 27, 2026 at 2:00 PM EST.
The scope covers collection and disposal of non-hazardous waste, container rental, recycling material collection, and landfill fee payment at two facilities. At Caswell Correctional Center, the vendor services six containers: four 8-cubic-yard trash containers picked up three times weekly and two 95-gallon shredding carts picked up biweekly. At Dan River Prison Work Farm, the vendor services three containers: one combo compactor for recycling (weekly pickup), one 30-cubic-yard trash container (biweekly pickup), and one 20-cubic-yard cardboard recycling container (biweekly pickup). All pricing must be all-inclusive on a per-month basis and include container rental, hauling, and landfill fees, with landfill and hauling charges itemized separately based on exact county landfill ticket amounts with no rounding or vendor-added charges. Transportation is Free-On-Board Destination to North Carolina locations.
The contract has an initial one-year term with the State holding options to renew for up to three additional one-year terms; renewal notice is required 30 days before the end of each current term. The Department reserves the right to award to a single vendor or make separate awards by facility. Evaluation is primarily on lowest price meeting specifications.
Vendors must be registered with the North Carolina Secretary of State, submit three customer references for similar services, provide financial stability certification, submit background check documentation, and certify an alcohol- and drug-free workplace policy. Compliance with Prison Rape Elimination Act (PREA) standards and the Department's zero-tolerance policy on sexual misconduct is mandatory. Containers must be properly equipped with locking mechanisms, receive annual cleanings, and vendor-provided compactors must be replaced if inoperable for more than eight hours. Written questions are due August 17, 2026 at 2:00 PM EST, with State responses by August 20, 2026.
