About this opportunity

The Missouri Department of Transportation (MoDOT), specifically the St. Louis District, is issuing a Single Feasible Source (SFS) solicitation for Daktronics Dynamic Message Sign (DMS) replacement parts and repairs. The procurement seeks to establish a one-year contract with Daktronics, Inc. as the sole provider of replacement parts, technical support, and warranty services for 32 Color DMS boards that are part of the district's Intelligent Transportation System (ITS). The solicitation, identified as SFS605SL25000050, covers the contract period from July 17, 2024, to July 16, 2025, with an anticipated effective life of approximately 15 years for the existing equipment. Vendors must submit electronic responses through the MissouriBUYS Statewide eProcurement System by July 17, 2024, at 10:00 AM CDT. The evaluation criteria include pricing assessment, with the contract to be awarded to the lowest and best responsive bidder that meets all mandatory requirements. Deliverables include proprietary DMS replacement parts, technical support, and warranty services essential for maintaining synchronization with existing highway facilities.

The solicitation encourages Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation, with target goals of 10% MBE and 5% WBE involvement through subcontractors, suppliers, joint ventures, or other meaningful participation arrangements. Daktronics, Inc. is both the incumbent vendor and the sole source provider for these specialized DMS parts and services. The existing infrastructure consists of 32 Color DMS boards that require ongoing maintenance and compatibility with the current ITS. While no specific total contract value is disclosed, the solicitation indicates that purchases over $25,000 must comply with the Domestic Products Procurement Act (Buy American) requirements. Contractors must maintain adequate liability insurance, with the Missouri Highways and Transportation Commission (MHTC) and MoDOT listed as additional insureds. The procurement is justified by the proprietary nature of the Daktronics equipment and the need to maintain warranty validity and system compatibility.
