About this opportunity

The Missouri Department of Transportation (MoDOT), specifically the St. Louis District, is conducting a Single Feasible Source (SFS) procurement for Daktronics Dynamic Message Sign (DMS) replacement parts, technical support, and warranty services. The solicitation seeks to secure a one-year contract from March 10, 2022, to March 9, 2023, for the maintenance of 15 existing Color DMS boards within the district's Intelligent Transportation System (ITS). MoDOT has determined that only Daktronics, Inc. can provide these proprietary parts and services, which are essential for synchronization with existing highway facilities. The procurement is being conducted under Missouri Code of State Regulations, specifically 7 CSR 10-11.020, which allows for single feasible source procurement when supplies are proprietary and only available from the manufacturer. Vendors must submit responses electronically through the MissouriBUYS Statewide eProcurement System by March 10, 2022, at 10:00 AM CST, with pricing to be evaluated to ensure fairness and reasonableness. The contract will support the maintenance and potential repairs of the DMS boards over their anticipated 15-year effective life.

While there are no specific set-aside designations exclusively for this procurement, the solicitation encourages minority business enterprise (MBE) and women business enterprise (WBE) participation, with target goals of 10% MBE and 5% WBE involvement through subcontractors, suppliers, or joint ventures. Daktronics, Inc. is both the current incumbent and the sole source for these specialized parts and services. The existing infrastructure consists of 15 Color Dynamic Message Sign boards that are critical to the St. Louis District's transportation management system. Though no specific total contract value is explicitly stated, the procurement will cover parts, technical support, and warranty services for the DMS boards over the upcoming year. Payment terms are set at Net 30 days with Free On Board Destination delivery, and MoDOT is exempt from Missouri Sales Tax, Missouri Use Tax, and Federal Excise Tax. The agency reserves the right to reject any unacceptable equipment, supplies, or services and to negotiate if initial bids are deemed unsatisfactory.
