About this opportunity
Northside Independent School District (NISD) in San Antonio, Texas, is soliciting sealed bids for the procurement of Grade A homogenized, pasteurized milk products enriched with Vitamins A and D that comply with USDA Child Nutrition Reimbursable guidelines. The District operates 83 elementary schools, 21 middle schools, 13 high schools, 11 magnet schools/programs, 4 special schools, and 15 support sites across Bexar County, all requiring direct delivery of dairy products. Vendors must provide five-day-per-week deliveries (Monday-Friday) between 6:00 a.m. and 2:00 p.m. during the school year beginning August 10, 2026, through May 26, 2027, with provisions for summer feeding programs and holiday closures. All delivery costs and applicable fees must be included in the quoted price with FOB destination, prepaid freight terms, and pricing must be based on the Texas Milk Marketing Area Federal Milk Order No. 126 Class I Raw Milk pricing, adjusted monthly on the first of each month. Required qualifications include maintaining product shelf life of at least ten days with specific date-code requirements, obtaining criminal background checks for employees with direct student contact, and providing certificates of insurance naming NISD as an additional insured, as well as demonstrating compliance with HACCP (Hazard Analysis and Critical Control Points) food safety standards. The RFP was issued on April 14, 2026, with a mandatory proposal submission deadline of May 6, 2026, at 10:00 a.m. Central Time via the Bonfire procurement portal. Evaluation criteria include price (35%), extent to which goods meet District needs (25%), quality of goods (15%), total long-term cost (10%), other relevant factors (10%), and reputation (5%).
This RFP replaces the previous Dairy Products for Child Nutrition contract (RFP 2023-037), which expired on June 30, 2026, and all current vendors must resubmit proposals to continue business with the District; failure to respond will impact eligibility for continued business. The contract term is for one year (July 1, 2026–June 30, 2027) with options to renew for two additional one-year periods. No specific set-aside designations for disadvantaged enterprises or restrictions on vendor types are identified in the solicitation documents provided. The District does not guarantee minimum purchase quantities, which creates uncertainty regarding total contract value and award amounts. Vendors must submit pricing proposals on Form C and include all shipping and handling costs to NISD's San Antonio location in their bid submissions.
