About this opportunity
The Louisiana Department of Transportation and Development is requesting electronic bids for enhanced pavement markings on Routes US 371 and LA 1 across Webster and Caddo Parishes (State Project No. H.016679), with bids due September 9, 2026 at 10:00 a.m. through www.bidx.com.
Bidders must hold licensure under La. R.S. 37:2150-2165 for Highway, Street, and Bridge Construction or Limited Specialty Services classification before contract execution. The project is subject to Build America Buy America (BABA) provisions requiring that all iron, steel, and certain manufactured products be produced in the United States, with minimal use of foreign materials permitted only if cost does not exceed 0.1 percent of total contract cost or $2,500, whichever is greater.
The scope covers 12.34 miles of enhanced pavement markings (Phase 1) on Control Section Nos. 053-09 and 086-02. Striping on LA 1 is restricted to nighttime hours only (7:00 p.m. to 6:00 a.m.), while US 371 has no lane closure restrictions; all lanes must remain open during specified holiday periods and weather events. The work includes traffic control, temporary pedestrian facilities, sign fabrication, and railroad requirements where applicable per the 2026 Louisiana Standard Specifications for Roads and Bridges.
The estimated project cost ranges from $1 million to $2.5 million, with the actual estimate value published at bid opening for award determination. The contract term is forty-five working days for completion, with a ninety calendar day assembly period allowed prior to assessment of contract time. Mandatory electronic payroll submission using AASHTOWare Civil Rights & Labor Software is required. Contractors must maintain Workers Compensation, Commercial General Liability, Owner's Contractor Protective Liability, and Business Automobile Liability insurance with coverage amounts scaled to initial contract value. The project has not been selected for a specific DBE/SBE goal but contractors must comply with general DBE/SBE participation requirements.
Prior to bid submission, prospective bidders must complete online bidder registration through www.dotd.la.gov. No paper bids are accepted. Project contact: Jason Winget (318-371-3010).
