About this opportunity
The Georgia State Financing and Investment Commission, on behalf of the Board of Regents of the University System of Georgia and the University of North Georgia, solicited Statements of Qualifications for building commissioning services on Project No. J-378 Academic Building Addition at UNG's Cumming campus under RFQ with qualifications packages due January 5, 2022. Epsten Group was selected as the highest-ranked firm.
The project encompasses a 30,000 square foot addition to an existing 37,000 square foot facility designed to house chemistry and multi-disciplined laboratories, diverse classroom configurations, and faculty office and student support spaces supporting baccalaureate degree programs in business, technology, health care, and education. The project delivery method is construction manager at-risk, with Reeves Young serving as the Construction Manager/General Contractor and Jericho Design Group providing design services.
Commissioning services span two phases: Phase One (design phase) and Phase Two (construction, occupancy, and warranty phases). Phase One deliverables include developing the Owner's Project Requirements document, reviewing the design professional's Basis of Design, conducting design reviews, and developing commissioning plans. Phase Two includes reviewing submittals, preparing functional test procedures, performing site observations, witnessing test and balance activities, reviewing operation and maintenance manuals, supervising staff training, and delivering comprehensive final commissioning reports in both electronic and paper formats. The Owner retains discretion to negotiate Phase Two services following Phase One completion.
The preliminary stated cost limitation for the project is estimated at $10.3 million, subject to change based on actual program requirements and funding availability. Construction documents were anticipated for completion in summer 2022, with construction duration estimated at approximately twelve months. Selection was qualifications-based under Official Code of Georgia Title 50 Chapter 22, evaluated on firm stability (20%), experience and qualifications (25%), suitability (25%), and proposed team and approach (30%). The project incorporates Georgia's Energy Efficiency and Sustainable Construction Act of 2008 requirements.
