About this opportunity

The County of Orange Probation Department is soliciting electronic bids under IFB #057-3155602-CM for custom signs and related services on an as-needed basis, with questions due November 12, 2026 at 4:00 p.m. and bids due November 19, 2026 at 4:00 p.m. Bidders certified as Orange County Local Small Businesses (OCLSB) or Disabled Veteran Business Enterprises (DVBE) receive a 5% price preference for evaluation, rising to 8% when certified as both, with the preference capped at $100,000.

Scope covers seven line items: black name plates (4" x 7"), colored PVC name plates, Pantone-color acrylic front plates, outdoor sign lamination, and design, layout, and installation services with a two-hour minimum billed in 15-minute increments thereafter. The County may procure additional miscellaneous items with prior written approval, and no substitutions are permitted without prior written County approval. Bids must be submitted through the County's OpenGov eProcurement Portal, and bidders may not contact other County personnel with questions.

The resulting three-year contract lists no renewal options. Pricing must remain firm for the entire term, and bids remain valid 365 days after the closing date. Price decreases pass automatically to the County, and vendor-caused restocking or shipping fees are absorbed by the vendor. The County will award to the lowest responsive, responsible bidder, may make multiple awards, may reject any or all bids, and may defer award for up to 180 days.

Within seven days of award notification, the successful bidder must submit certificates of insurance with additional insured endorsements, a signed W-9 (or 587/590 for out-of-state suppliers), a D-U-N-S number, and a Unique Entity Identifier (UEI). All bidders must certify non-collusion and debarment status, provide three references, and submit Levine Act campaign contribution disclosures. Attached forms include a labor and material payment bond under California Civil Code Sections 9550 et seq., with a bond amount of at least the estimated amount payable under the contract, and a faithful performance bond, which requires approval from the County's CEO or Risk Management and County Counsel.
