About this opportunity
The Commonwealth of Virginia is soliciting quotes through eVA for custom casework, hardware, and countertops on a furnish-and-deliver-only basis for the Virginia Department of Corrections' Spradlin Building Renovation at 3500 Beaumont Road, Beaumont, with bids due November 12, 2026. The solicitation includes a set-aside for DSBSD-certified micro businesses or small businesses when designated accordingly. Vendors must register in eVA.
Award goes to a single responsive and responsible contractor on a Grand Total basis, with evaluation based on bid price, bidder responsibility, and responsive bid submission per IFB requirements. Bids with $0 or blank pricing entries are nonresponsive. Pricing is FOB destination, with no installation included.
Scope covers furnishing and delivering casework, hardware, and countertops per the specifications and drawings posted on eVA. Bidders must submit product data including manufacturer and model numbers, construction details, materials, dimensions, finishes, and rated capacities. Selected contractors must deliver equipment submittal data in PDF format within 14 calendar days of bid-under-consideration notification, conduct field measurements, and obtain approval of drawings, finishes, hardware, and material samples before construction. Specifications include solid-surface countertops and ballistic-level pass-through drawers.
Delivery must occur within 60 calendar days after approved submittals, with 48 hours' advance notice, Monday through Thursday, 7:00 AM to 3:00 PM, excluding Virginia state holidays. Each delivery requires a detailed packing list and joint verification of all items by agency and contractor personnel before delivery sign-off.
The solicitation results in one purchase order. Payment is net 30 days upon satisfactory receipt of materials and a valid invoice, whichever is later, by electronic transfer. The eVA transaction fee is 1%, capped at $500 for DSBSD-certified small businesses and $1,500 for other businesses. Bids remain valid for 60 days and may be extended until award or cancellation. Bidders must comply with the Commonwealth of Virginia Vendors Manual, anti-discrimination, ethics, drug-free workplace, and debarment certification requirements.
