About this opportunity
Madison County, Iowa is issuing a Request for Proposal (RFP) for custodial services at county-owned facilities. Required services include daily restroom cleaning and sanitation, weekly vacuuming and mopping, monthly deep cleaning and dusting, quarterly high-dusting and exterior glass cleaning, and annual carpet cleaning. Contractors must supply all custodial supplies, equipment, and consumables and coordinate a one-to-two-week training and transition period with current county staff. Evaluation criteria include experience and qualifications, staffing and oversight plans, responsiveness to the scope of services, references and past performance, and cost competitiveness. All contractor employees must pass comprehensive federal, state, and local criminal background checks with no felony convictions, crimes involving dishonesty or theft, violence, or offenses against vulnerable populations. The pre-bid meeting and facility walkthroughs are scheduled for Monday, February 23, 2026, at 9:00 a.m., written questions must be submitted by Monday, March 2, 2026, and sealed proposals (four hard copies and one digital copy on USB) are due by 4:00 p.m. on Friday, March 13, 2026. The bid opening and evaluation are scheduled for Tuesday, March 17, 2026, with an anticipated award between March 17-24, 2026.
The procurement contains no identified set-aside designations or restrictions limiting the types of organizations that may respond. Pricing proposals must include monthly and annual costs for all service categories, with unit pricing remaining valid if additional buildings are added during the contract term; contractors must also provide separate pricing for the potential fourth building and specify rates for after-hours emergency and non-emergency on-call responses. The contractor must maintain commercial general liability insurance of at least $1,000,000 per occurrence and workers' compensation insurance. The contract will begin June 1, 2026, for an initial two-year term with renewal options subject to Board of Supervisors approval. No incumbent contractor or budget range is identified in the RFP documentation. Madison County reserves the right to reject any or all proposals, waive informalities, and request replacement of any contracted employee who fails to meet performance standards three times.
