About this opportunity
The Maine Department of Administrative and Financial Services, Bureau of General Services, Division of Purchases, is requesting quotations for curtain material designed for open joint bridge systems on behalf of the Maine Department of Transportation Bridge Maintenance Division, with quotations due June 26, 2015, no later than 2:00 p.m. local time.
The material specification is a three-ply construction with a single layer of 14.6 ounce woven polyester/nylon fabric laminated between two or more layers of neoprene rubber, durometer rating 50 to 75 Shore A, minimum tensile strength 700 pounds per inch, and maximum elongation 40 percent. Material must be available in thicknesses from 3/16 inch to 1/4 inch and widths of 4 feet and 6 feet without splices.
The initial contract term runs July 1, 2015, through June 30, 2016, with two optional one-year renewal periods (through June 30, 2017, and June 30, 2018). Pricing is per square foot, including delivery to multiple MaineDOT maintenance facilities across five regions throughout Maine. The State is exempt from federal and Maine state sales and use taxes; quotations must exclude these taxes.
Evaluation is on a best value basis considering quality and conformity to specifications, delivery dates, and bidder economic impact. For quotations exceeding $100,000, the bidder with the largest economic impact value receives a 10 percent reduction in total bid for comparison purposes; smaller economic impact values receive proportional reductions. The State reserves the right to negotiate with the selected bidder at the quoted rate and may authorize other State departments to use the resulting contract. No best and final offers will be solicited; all quotations must include best value pricing with the initial submission. Quotations must be submitted electronically through the State of Maine's AdvantageME Vendor Self Service system.
