About this opportunity

The State of Maine Department of Administrative and Financial Services, Bureau of General Services, Division of Purchases, acting on behalf of the Maine Department of Transportation Bridge Maintenance Division, is requesting quotations for curtain material for an open joint system under RFQ with quotations due May 26, 2015 at 2:00 p.m. local time.

The scope is a three-ply fabric consisting of a single layer of 14.6-ounce woven polyester/nylon laminated between two or more layers of neoprene rubber. The material must meet specified durometer (50–75 Shore A), tensile strength (700 lbs/inch minimum), and elongation at maximum tensile strength (not to exceed 40%). Material shall be available in 4-foot and 6-foot widths without splices and will be priced by the square foot. Delivery is required to five Maine DOT regional locations.

The contract term runs from May 29, 2015 to May 28, 2016, with two optional one-year renewal periods (through May 28, 2017 and May 28, 2018) contingent on continued funding and satisfactory performance. Quotations must exclude federal and Maine state sales and use taxes and include all delivery costs. Quotations are submitted through AdvantageME Vendor Self Service.

The State will evaluate on a best value basis considering conformity with specifications, quality of goods, delivery dates, and economic impact on Maine for bids exceeding $100,000. Bidders with the largest economic impact value will receive up to a 10 percent reduction in their total bid for evaluation purposes. No best and final offers will be sought; bidders must submit their best value pricing with the initial quotation. Payment terms are net 30 days upon receipt of an accurate invoice containing the State contract number, correct pricing, and any required supporting documentation. The State reserves the right to negotiate with the successful bidder at the same rate and cost as presented, to terminate negotiations if proposed contracts significantly deviate from the submission, or to pursue negotiations with subsequent-ranked bidders if the highest-ranked bidder cannot reach an acceptable agreement.
