About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Purchases, acting on behalf of the Maine Department of Transportation Bridge Maintenance Division, is requesting quotations for curtain material designed for open joint systems on bridges under RFQ, with quotations due May 13, 2015 at 2:00 p.m. local time. Submissions are made through the State of Maine's AdvantageME Vendor Self Service e-procurement system.
The material must meet detailed physical specifications: Shore A durometer of 50–75, minimum tensile strength of 700 lbs/inch, maximum elongation of 40%, thickness of 3/16 inches (0.165" to 0.200"), and 3-ply construction consisting of woven polyester/nylon fabric laminated between neoprene rubber layers. Material must be available in 4-foot and 6-foot widths without splices. Pricing is calculated on a per-square-foot basis and must include delivery costs to one or more designated MaineDOT maintenance locations across five regions throughout Maine.
The initial contract term runs from May 26, 2015 to May 25, 2016, with two optional one-year renewal periods (May 26, 2016–May 25, 2017 and May 26, 2017–May 25, 2018). Quotations must cover the full contract term including renewal options.
Evaluation is conducted on a best-value basis, considering conformity to specifications, delivery dates, and bidder economic impact on Maine. Vendors with the largest economic impact value receive a 10% reduction applied to their evaluated bid if the contract exceeds $100,000. The State is exempt from federal and state sales and use taxes; quotations must exclude these taxes. All bidders must certify debarment status, non-collusion, and accuracy of submitted information. The State reserves the right to extend contract pricing to Maine political subdivisions and school districts.
