About this opportunity

Palm Beach County Board of County Commissioners issued Request for Quotation (RFQ) #F010720-123RRR/ZG for the purchase and delivery of six units of currency counter scanners, with a quote submission deadline of July 1-2, 2020, at 4:00 p.m. local time. The procurement seeks new, current manufacture currency counter scanners capable of processing multiple bill denominations ($1, $2, $5, $10, $20, $50, $100) with a minimum accuracy of 99.99%, a feeder capacity of 800 notes for brick currency and 700 for circulated currency, processing speeds up to 1,200 bills per minute, counterfeit detection capabilities, check imaging functionality for front and back capture, and configurable pockets with touch screen controls compatible with Windows operating systems. All equipment must include comprehensive shop repair manuals and maintenance instructions, and delivery must be completed to 3201 Electronics Way, West Palm Beach, FL 33407 within a quoter-specified number of calendar days after receipt of order (ARO). Quoters must provide manufacturer and model information with supporting technical literature demonstrating compliance with specifications, and pricing must reflect firm, fixed unit prices for new merchandise free from defect, with all costs including supervision, labor, equipment, materials, transportation, shipping, and freight included in the quoted price. Award will be made on an all-or-none, total offer basis to the lowest responsive, responsible quoter, and prices are warranted to remain firm for 90 days from quote submission and throughout the initial and any subsequent contract terms.

This procurement is federally funded through a contract between Palm Beach County and the U.S. Department of Transportation Federal Transit Administration under Master Grant Agreement FTA MA (26) dated October 1, 2019, making it subject to FTA Circular 4220.1F, 2 CFR Part 200, and applicable federal regulations including nondiscrimination, civil rights, and Disadvantaged Business Enterprise (DBE) requirements. While no specific DBE participation goal has been established for this procurement, Palm Beach County encourages a 15% non-mandatory small business and DBE participation goal. All quoters must be certified as non-debarred and non-suspended, comply with Drug-Free Workplace Certification requirements, and submit the Certification Regarding Debarment and Suspension (Attachment I) and Drug-Free Workplace Certification (Attachment II) with their responses. No bidders' conference or site visit is specified in the solicitation. No incumbent vendors or existing infrastructure integration requirements are identified, and no specific budget range or award value is disclosed; however, the county reserves the right to reject any or all quotes and to acquire goods through state of Florida contracts if lower pricing is available.
