About this opportunity

The Borough of Gettysburg is soliciting bids for comprehensive curbside waste management services, specifically seeking a contractor to provide collection, transportation, processing, and disposal of residential and municipal solid waste and recyclables. The procurement targets an estimated 1,233 dwelling units within Borough limits, with mandatory weekly collection services for municipal solid waste, recyclables, large items, yard waste, and electronic waste. Bidders must self-perform at least 75% of work, with subcontractor limitations to 25%, and provide a complete service package including customer billing, invoicing, and fee collection without municipal involvement. A mandatory pre-bid conference is scheduled for January 22, 2026, at 12:00 PM EST at the Gettysburg Borough Municipal Building, with sealed bids to be submitted electronically via PennBID platform by February 13, 2026, at 1:00 PM EST. The contract period will span four years from April 1, 2026, through March 31, 2030, with an optional one-year extension through March 31, 2031, and no price increases permitted during the initial term except for approved recycling commodity pricing adjustments.

Contractors must submit a 10% bid bond, post performance and payment bonds at 100% of the annual bid amount, and maintain comprehensive insurance coverage. No specific set-aside designations or restrictions for disadvantaged enterprises were noted in the documentation. The bid requires contractors to maintain a customer service center with 24-hour complaint response capabilities and comply with the Adams County Municipal Solid Waste Management Plan. Penalties for contract violations range from $100 to $5,000 and can be levied for issues such as missed collections, improper disposal, and inaccurate reporting. While specific budget ranges were not explicitly stated, bidders must price services on a monthly per-dwelling-unit basis, with municipal services for public events, municipal buildings, parks, and facilities to be incorporated into the residential service fee at no additional cost. The Borough Council reserves the right to reject any or all bids and anticipates contract award on March 9, 2026, during their regular monthly meeting.
