About this opportunity
The Palm Beach County Board of County Commissioners Purchasing Department issued a Request for Quotation (RFQ) for the purchase and delivery of disposable cups, plates, and bowls on a term contract basis. This procurement solicits firm, fixed pricing for six specific line items: 9-ounce cold cups (18,000 units estimated annually), 12-ounce cold cups (64,000 units), 16-ounce insulated foam cups (71,000 units), 9-inch foam plates (37,000 units), 9-inch three-compartment foam plates (19,000 units), and 12-ounce foam bowls (73,000 units). Quotations were required to be submitted by February 2, 2018, at 4:00 p.m., with responses accepted via fax or email. The successful quoter will be awarded a 12-month initial contract with options to renew for four additional 12-month periods, subject to mutual written agreement and Board appropriation of funds. County ordering will be conducted on an as-needed basis with delivery required within ten business days of receiving a delivery order to the Palm Beach County Purchasing Warehouse located at 2455 Vista Parkway, West Palm Beach, Florida 33411, between 8:30 a.m. and 3:30 p.m., Monday through Friday. Award will be made on an item-by-item basis to the lowest responsive and responsible quoter, with unit prices quoted to four decimal points remaining firm for 90 days from the opening date and throughout the contract term. All items must be delivered F.O.B. destination with the vendor retaining title, responsibility, and liability in transit.
The solicitation includes small business enterprise (SBE) preferences whereby certified SBE vendors within 10 percent of the lowest bid may receive preferential consideration, as well as local preference ordinances allowing local businesses within 5 percent of the lowest bid to receive preferential consideration. Quoters offering products from manufacturers other than the specified vendors—Dart Container Corp., Solo Cup Co., and Genpak—must submit detailed manufacturer literature demonstrating compliance with salient characteristics and match offered products to submitted documentation. The County reserves the right to reject awards that would result in financially disadvantageous outcomes or awards for less than $1,000. No minimum order requirements apply to this procurement. No specific incumbent vendors or budget range were identified in the solicitation documents, though the award structure based on item-by-item lowest responsive bids and the substantial annual unit quantities suggest potential contract values that would vary depending on quoted unit prices and actual ordering patterns.
