About this opportunity

Dane County, Wisconsin, through its Highway & Transportation Department, issued Request for Bid 2026-RFB-001 seeking vendors to supply culverts on an as-needed basis throughout the 2026 calendar year. The procurement encompasses 154 distinct line items across multiple culvert product categories, including standard corrugated metal culvert pipes (ranging from 12 to 84 inches in diameter), polymer-coated and aluminum-coated corrugated metal pipes, corrugated polyethylene culvert pipes, culvert pipe liners, and various end sections (standard apron and sloped apron configurations with side and cross drain features) that comply with WisDOT specifications. All products must be newly manufactured, first-quality materials listed on the WisDOT approved products list and conforming to the Wisconsin Division of Highways Standard Specifications for Road and Bridge Construction, 2026 edition. Pricing shall be quoted on a delivered FOB destination basis to any location within Dane County, with all labor, materials, equipment, and shipping costs included in the fixed bid price for the one-year contract term. The County reserves the right to award this bid on a per-item basis or total net bid basis, whichever proves most advantageous. Key deadlines include February 13, 2026 at 4:00 pm for vendor question submission, February 18, 2026 for question responses, and February 23, 2026 at 2:00 pm for electronic proposal submission through the County's eProcurement Portal. Site visits are optional; interested parties may request facility inspections by contacting Purchasing Officer Hazel Schuster at (608) 896-3861 or schuster.hazel@countyofdane.com.

Dane County's local vendor purchasing preferences and local content vendor preferences under County Ordinance 25.08 do not apply to this public works procurement, and no set-aside designations for disadvantaged enterprises are specified in the solicitation documents. Vendors must maintain Commercial General Liability insurance of at least $1,000,000 per occurrence, Commercial/Business Automobile Liability insurance of at least $1,000,000, Environmental Impairment Liability insurance of at least $1,000,000, and Workers' Compensation insurance at Wisconsin statutory limits. Vendors with 20 or more employees and contracts valued at $20,000 or more must submit a written affirmative action plan within 15 working days of contract execution. The solicitation documents do not identify any incumbent vendors or current contractors, nor do they specify estimated budget ranges or award values; the County reserves the right to accept or reject any or all bids and to negotiate contract terms with selected proposers. Deliveries are expected during normal business hours, with seasonal variations: Monday through Friday, 7:00 am to 3:30 pm from January 1 to April 18 and September 29 to December 31, and Monday through Thursday, 6:00 am to 4:30 pm during summer months.
