About this opportunity

The State of Maine Department of Administrative and Financial Services Division of Procurement Services, procuring on behalf of MaineDOT Fleet Services, is requesting quotations for one trailer-mounted, self-contained culvert thawer unit, with quotations due January 19, 2018 and a pre-bidders conference scheduled for January 4, 2018 at 9:00 a.m. in Augusta.

Maine businesses proposing costs within 5% of the lowest non-Maine business bid with equivalent specifications receive preferential consideration under Executive Order 2017-003.

The culvert thawer must generate 3,500 PSI of hot water at a minimum of five gallons per minute and be housed in a fully enclosed trailer with a minimum 300-gallon water tank. Quotations must include all costs for labor, materials, equipment, and delivery to MaineDOT Fleet Services in Augusta. The vendor must provide detailed specifications, warranty information, service facility locations within 75 miles of each MaineDOT region headquarters, manufacturer's manuals, and operator and maintenance training documentation. Comprehensive warranty coverage and all warranty repairs and associated transportation costs are the vendor's responsibility during the one-year warranty period. Liquidated damages of $100 per unit per calendar day apply for late delivery.

The initial contract term runs from January 29, 2018 through January 28, 2019, with two optional one-year renewal periods extending through January 28, 2021. Evaluation follows a best value standard considering conformity with specifications, qualities of goods and services, delivery dates, and the State's interests; once specifications are met, award goes to the lowest-priced bidder. The State is exempt from federal, state, and local taxes and requests quotations without these taxes. Requests for approved equals and specification clarifications are due by 5:00 p.m. on January 9, 2018, with responses posted by January 12, 2018. The State reserves the right to negotiate with the selected bidder, terminate negotiations and move to the next-ranked bidder, or cancel the RFQ entirely. Submissions must be made through the State of Maine's AdvantageME electronic procurement system.
