About this opportunity

The State of Vermont, on behalf of Washington County and Montpelier City, is procuring construction services for a culvert replacement project on Stannard Mountain Road in Stannard, VT. The scope of work encompasses the removal of an existing 12.8' wide by 8.3' high corrugated metal arch culvert along with associated stone masonry headwalls, concrete apron, overlay, and abutments, and the installation of a 34' L x 20' W prestressed precast concrete deck beam bridge supported on precast concrete pedestal abutments with precast concrete wingwalls. Deliverables include installation of 68 linear feet of bridge guardrail and 100 linear feet of approach guardrail, placement of leveling pads on bedrock with doweling, placement of channel bed material to establish a bankfull channel beneath the bridge, installation of bank rock for wildlife benches and substructure protection, and comprehensive road, bank, river, and erosion control work. The project will utilize flow bypass via pump to discharge water downstream, allowing the majority of culvert work to be performed during low to no flow conditions. The deadline for proposal submission is March 4, 2026, with a posting date of February 2, 2026.

The attached government file containing detailed procurement instructions and bid documents was unavailable for review due to a resource access error; therefore, specific evaluation criteria, bidder qualifications, set-aside designations for disadvantaged enterprises, incumbent vendor information, contract award values, and budget ranges cannot be determined from the materials provided. Prospective contractors should obtain the complete bid documents and notice of instruction directly from the contracting authority to ensure compliance with all technical, financial, and organizational requirements. Additional information regarding bonding requirements, insurance specifications, scheduling constraints, and any disadvantaged business enterprise (DBE) participation goals should be clarified through the official procurement documents.

The project includes the removal of the existing 12.8' wide by 8.3' high corrugated metal arch culvert, stone masonry headwalls, concrete apron, overlay, and abutments, and the installation of a 34' L x 20' W prestressed precast concrete deck beam bridge placed on precast concrete pedestal abutments with precast concrete wingwalls. The project will include the installation of 68 LF of bridge guardrail and 100 LF of approach guardrail. Abutments will be installed on top of poured-in-place concrete leveling pads doweled to bedrock. Work will include placement of leveling pads, abutments, and wingwalls, placement of channel bed material to create a new bankfull channel beneath the bridge, placement of bank rock to create wildlife benches and protect sub-structures, and all associated road, bank, river and erosion control work. Flow bypass will be achieved with a pump providing bypass flow around the project area and discharging downstream of the work, such that the majority of culvert work will be performed during low to no flow.
