About this opportunity
The South Dakota Department of Military, specifically the South Dakota Army National Guard (SDARNG), is seeking a Cultural Resources Professional Service Contract through a statewide Request for Proposal (RFP) issued on September 5, 2023. The contract aims to procure comprehensive archaeological and historic records search support services across various SDARNG training areas and facilities encompassing approximately 5,474 acres. Required services include conducting pedestrian surface inventories, subsurface testing, land records research, evaluation of buildings and structures, developing an online interpretive resource for Camp Rapid, and updating a historical book. Proposals are due by September 18, 2023, with a contract term spanning from October 1, 2023, through September 30, 2028, and potential extensions for up to four additional one-year periods. Evaluation criteria will focus on cost, experience and reliability, personnel expertise, and method of performance. Prospective vendors must submit an original proposal, one copy, and an electronic version, with inquiries accepted via email to MAJ William Domagall at william.d.domagall.mil@army.mil until a specified deadline.
The RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The contract will require the selected contractor to provide comprehensive deliverables, including final reports, digital photographs, and maps in both electronic and hardcopy formats, with quarterly progress meetings and monthly invoicing. The State reserves the right to negotiate contract terms with the highest-ranked offeror and may seek refinements in scope of services and compensation. Successful contractors will be required to maintain various insurance coverages and comply with applicable laws and regulations. While specific budget ranges are not detailed in the provided documents, the contract appears to be structured as an as-needed service agreement across multiple SDARNG sites. The contractor will be responsible for furnishing all materials, equipment, supplies, labor, and services necessary to complete the required cultural resources professional tasks.
