About this opportunity
Culpeper County Procurement Department is requesting bids for exterior building repairs at two county facilities — the Giles H. Miller Building at 151 North Main Street and 118 West Davis Street in Culpeper, Virginia — under IFB, with bids due June 24, 2026 at 2:00 p.m. and bid opening at 4:00 p.m. the same day. An optional pre-bid meeting and mandatory site inspection are scheduled for June 10, 2026 at 1:00 p.m. at 151 North Main Street. All contractors must hold a current Class "A" contractor's license.
The base scope consolidates repairs at both locations: replacement of existing fascia trim, gutters, and roof eave repairs; re-finishing of exterior trim, dormer windows, and cornice/soffit trim; exterior painting; and at 118 West Davis Street, masonry repointing and concrete slab work. Work is classified as Level 1 alterations under the 2021 Virginia Energy Building Code with no occupancy or construction-type changes. Exterior painting requires Sherwin-Williams products with minimum one prime coat and two finish coats per manufacturer specifications. Masonry repairs must follow National Park Service recommendations for historic restoration, matching existing mortar in strength, composition, color, and texture. Lead paint is assumed present; contractors must provide appropriate worker training. Contractors are responsible for all demolition, temporary protection, permits from Culpeper County and the Town of Culpeper (including street or sidewalk closure permits for lifts or scaffolding), and field measurement during site visits.
An Alternate Bid #1 covers new concrete slab work over six-inch PVC piping at 118 West Davis Street. The contract is awarded to the lowest responsive and responsible bidder at firm fixed price; contractors must specify both substantial and final completion dates on the bid form. Liquidated damages are assessed at $300 per calendar day beyond the scheduled completion date. Bid and performance bonds are not required. Insurance requirements include Workers' Compensation with statutory limits, Commercial General Liability ($1 million each occurrence / $2 million aggregate), and Automobile Liability ($1 million combined single limit), with the County named as additional insured. Written questions are due June 16, 2026 at 4:00 p.m. directed to Director of Procurement Paul Howard Jr. at phoward@culpepercounty.gov or (540) 727-3409.
