About this opportunity
The Confederated Tribes of Siletz Indians (CTSI) is requesting sealed proposals for repaving, grading, drainage improvements, security fencing, and ancillary site work at the Tribal Transportation Facility in Siletz, Oregon, with proposals due July 17, 2026, and an optional pre-bid site visit on June 25, 2026.
Indian-owned and controlled companies (minimum 51% Indian ownership and control) receive preference under CTSI Tribal Code 2.019(c)(6)(B)(ii) and 25 U.S.C. 450e(b)(7). This is a preference program, not a set-aside; non-Indian-owned firms may bid.
The scope encompasses approximately 135,000 square feet of transportation yard at 815 Logsden Road, Siletz, Oregon 97380, including site preparation and grading, drainage system and stormwater infrastructure installation, base preparation, asphalt paving, security fencing installation, and related improvements to support tribal transit operations, public works staging, and emergency response. Contractors must be licensed and bonded in Oregon, demonstrate experience with paving projects exceeding 50,000 square feet and drainage/stormwater systems, provide performance and payment bonds, and furnish proof of insurance. The bid form requires itemized costs for mobilization, site preparation, base rock, drainage, asphalt, and striping.
Evaluation criteria are cost (30 points), experience and capability (30 points), environmental practices (15 points), Indian Preference status (15 points), references and past performance (5 points), and completeness and quality of proposed work (5 points). Written questions are due July 2, 2026, at 5:00 p.m. PDT. Award notification is anticipated July 24, 2026, with construction commencing August 17, 2026, and substantial completion targeted for October 31, 2026. Proposals should be submitted to the CTSI Planning Department at 201 SE Swan Avenue, Siletz, Oregon 97380, or to Iank@ctsi.nsn.us. No total project budget is identified in the RFP.
