About this opportunity
The Confederated Tribes of Siletz Indians (CTSI) is soliciting proposals for road resurfacing, pedestrian accessibility improvements, and stormwater infrastructure enhancements along Swan Avenue in Siletz, Oregon, with proposals due July 17, 2026.
The scope encompasses approximately 23,000 linear feet of roadway improvements across CTSI facilities. Work includes removal and disposal of existing pavement, curb, gutter, and utilities; installation of new asphalt pavement with partial and full-width reconstruction sections; 24,143 square feet of concrete sidewalks; 2,201 linear feet of curb and gutter; 1,700 square feet of driveways; and extensive stormwater infrastructure comprising approximately 3,400 linear feet of 24-inch and 12-inch PVC storm sewer pipe, concrete storm sewer and catch basin structures, a detention pond with duplex submersible pump station, riprap, and erosion control measures. The bid package includes 43 line items across general conditions, demolition, earthwork, stormwater, and roadway construction categories with specified quantities. Submersible pumps for the lift station must meet performance criteria including semi-open, self-cleaning impeller design with high chromium cast iron construction; manufacturers must demonstrate a minimum 20 years of experience with at least five similar lift station installations and provide factory-authorized field service for startup and commissioning. The pump controller system requires web browser interface, multiple communication protocols, and touchscreen human-machine interface display.
Contractors must obtain necessary licenses and permits, contact utility locating services two working days before excavation, coordinate utility relocations, maintain erosion and sediment control measures, protect existing utilities and survey monuments, and provide as-built drawings upon completion. The project is based on the 2024 Oregon Standard Specifications for Construction. AKANA serves as construction project manager; Compass Land Surveyors as civil surveyor; and Ian Keene as CTSI's owner's representative. The government files include a complete civil engineering drawing set and detailed technical specifications addressing mobilization, traffic control, pavement, drainage, and signage work.
