About this opportunity

The Confederated Tribes of Siletz Indians is requesting proposals for turnkey design-build services to establish a regional electric vehicle charging network of up to thirty-two DC Fast Charging ports throughout Lincoln County, Oregon, with proposals due July 15, 2026. Indian Preference of 51% or more Native American/Tribal ownership applies and carries 15 of 100 evaluation points, to be applied to the greatest extent feasible under CTSI Tribal Code 2.001.

The scope encompasses design, permitting, equipment procurement, installation, commissioning, and optional maintenance services across five phases through Year 5. The network will serve multiple CTSI sites including the Tribal Administration Campus, Clinic Campus locations, USDA Campus, Public Works Facility, Emergency Operations Center, Tribal Housing Areas, and Chinook Winds Casino and Resort, supporting tribal government operations, public transit, fleet vehicles, community access, and emergency response. Chargers must meet CCS charging standard with NACS compatibility, OCPP compliance, networked capability with RFID and credit card acceptance, fleet management features, load balancing, and remote diagnostics, with minimum 250 kW output. The final configuration may consist of any combination of single-port and dual-port Level 3 stations.

Proposers must hold Oregon-licensed electrical contractor and engineering credentials, demonstrate EV charging experience and public-sector project experience, and carry commercial general liability insurance of $2 million, auto liability of $1 million, professional liability of $2 million, and umbrella coverage of $5 million. A 5% bid guarantee is required with the proposal; the successful contractor must provide performance and payment bonds equal to 100% of contract price within 10 days of award, or satisfy bonding requirements through 20% cash escrow or 25% irrevocable letter of credit.

Evaluation allocates 50 points for experience and capability, 30 points for fees, 15 points for Indian Preference, and 5 points for proposal format. The project is funded through ODOE Community Renewable Energy, FHWA NEVI, EPA Clean Communities, and BIA Energy programs. Questions are due July 1, 2026. The anticipated Notice of Intent to Award is July 28, 2026, with Tribal Council approval and Notice to Proceed dates to be determined.
