About this opportunity

The Wisconsin Department of Transportation (WisDOT) is soliciting bids for the CTH F – CTH E Big Eau Pleine River Bridge B-37-0481 project, with bids due December 8, 2026. The state and local listing names Marquette County and Mattoon Village as jurisdictions, while the attached proposal places the project in Marathon County.

The contract covers roadway approach work, median guardrail system (MGS) replacement, grading, removal of Structure B-37-0044, construction of Structure B-37-0481, and incidental items needed to complete the work per the plans and proposal. Structure B-37-0044 is a 67-year-old, 5,287-square-foot deck bridge over the Big Eau Pleine River. Special provisions address erosion control, asbestos abatement, navigable waterway construction, pier construction methodology, and bird deterrent system installation and maintenance. Technical requirements govern concrete pavement, steel bridge fabrication, asphaltic surfacing, dense and open-graded base, and drone operations within the right-of-way.

Drone operations require FAA licensing and drone liability insurance with minimum limits of $1,000,000 for drones weighing 10 pounds or less and $2,000,000 for drones over 10 pounds up to 20 pounds. Coverage for heavier drones is subject to department determination.

Contractors must notify the Marathon County Sheriff's Department, Wisconsin State Patrol, Marathon County Highway Department, Town of Eau Pleine, Stratford School District, and Village of Stratford at least two business days before any road closure, lane closure, or detour. Access to March Rapids County Park must be maintained throughout construction, with tree clearing permitted only during allowable periods and site revegetation required on completion. All temporary construction access must remain within existing county highway right-of-way.

Subcontractors must be paid within 10 calendar days of the prime contractor receiving progress payments, and the prime contractor is prohibited from withholding retainage. Change order procedures cover differing site conditions, engineer-ordered suspensions, altered work, quantity variations, extra work, and eliminated work, with specific thresholds for major and minor bid item adjustments.
