About this opportunity
The Colorado Department of Public Safety, Colorado State Patrol (CSP), issued a Documented Quote for Mobile Data Terminal (MDT) Equipment Installation and Repair Services applicable to Denver County and Denver City. The procurement seeks qualified contractors to provide labor services for the removal of existing MDT equipment systems from CSP vehicles and installation of new MDT equipment systems into new or replacement vehicles, as well as perform repairs to MDT equipment systems on an as-needed basis. The MDT equipment system includes mounting hardware, electrical wiring, docking stations, card readers, printers, printer mounts, trunk-mounted GPS modems, and miscellaneous cabling and antennas. CSP has established a timeline of five hours per vehicle installation (one hour removal, four hours installation) and expects the contractor to perform services at a rate of 4–5 vehicles per week at the CSPFM Garage located at 15203 W. 12th Avenue, Golden, Colorado 80401, during operating hours of 7:30 a.m. to 5:00 p.m., Monday through Friday, excluding federal and state holidays. The bid submission deadline was April 27, 2016, at 2:00 p.m. Mountain Time, with email submission required to tammy.lichvar@state.co.us. The award period extends from the effective date of the purchase order through June 30, 2017, with an optional one-year extension through June 30, 2018, with estimated installation requirements for Fiscal Year 2017 of approximately 200 vehicles, potentially increasing to 400 vehicles if extended to Fiscal Year 2018. Required qualifications include ISO 9001 certification and submission of three references attesting to the vendor's ability to perform, with evaluation criteria including price, references, experience, and use of subcontractors; CSP reserves the right to approve any subcontractor use.
Award preference of 5% is given to Service-Disabled Veteran Owned Small Businesses (SDVOSBs) certified by the U.S. Department of Veterans Affairs. The contractor must submit an hourly labor rate that includes all tools, equipment, employee salaries, administrative costs, overhead, profit, insurance, and liability coverage, with pricing binding for the entire length of the award and any extension period. Failures or delays in service delivery may result in monetary penalties of 15% reduction of quoted price per item plus a $125 administrative fee per occurrence. The contractor must schedule work twice weekly in advance and be available to report within 24 hours of service notification. Invoices are due ten business days after receipt of order and should be sent to Karen Griggs at the CSPFM Garage address, with a completed W-9 form required with bid submission. No incumbent vendors or existing contractors are identified in the solicitation documents, though the work involves integration with existing CSP vehicle infrastructure and systems already deployed in the field.
