About this opportunity

Harris County, Texas (Office of the County Engineer) is requesting proposals for full site development, driving course construction, and supporting building infrastructure for a new Driver Training Facility on behalf of the Harris County Sheriff's Office under Proposition A, with proposals due September 21, 2026.

The scope encompasses site development and precision driving course construction on approximately 28 acres, including pre-engineered metal buildings and all labor, equipment, materials, and incidentals necessary for project completion. Place of performance is Harris County, Texas.

Harris County's General Conditions for Roads, Bridges and Related Work, adopted August 4, 2025, govern the contract. The General Conditions require Critical Path Method scheduling (the project threshold appears to exceed $500,000), submission of schedules of values and periodic payment requests, and retention of five percent of each payment pending final completion. Performance, Payment, and Warranty Bonds, each in amounts equal to 100 percent of the contract price, must be provided on County-prescribed forms by corporate sureties acceptable to the Treasury Department. Bonds must be maintained throughout the warranty period. Liquidated damages are assessed on a graduated scale up to $5,000 daily for projects exceeding $50 million. Change Orders constitute the exclusive mechanism for price adjustments; contractors must notify the County within five days of discovering change circumstances and submit detailed cost proposals with itemized labor, materials, equipment, and subcontractor pricing. Contractors are responsible for insurance, permits, licenses, safety compliance, environmental protection, cultural artifact preservation, labor compliance, and site management. Warranty obligations extend through a defined warranty period following substantial completion. Final payment is conditioned on contractor certification that all labor, materials, and equipment suppliers have been paid.
