The procurement specifically seeks a contractor to provide transportation services for residential students along a single Peninsula Route that encompasses pick-up and drop-off locations in Fremont, Menlo Park, San Mateo, and South San Francisco. Contractors must provide transportation using specific types of buses, including model school buses with an undercarriage and two floor-level exits. The contract period will run from August 10, 2025, through June 5, 2026, contingent upon approval from the Department of General Services (DGS) and CDE executive authorization. Key deliverables include safe, reliable student transportation with strict adherence to safety regulations, including mandatory video surveillance and GPS tracking. The bid is due on April 14, 2025, with a public bid opening scheduled for April 16, 2025. Evaluation will focus on identifying the lowest responsive and responsible bidder meeting all specified requirements.

The solicitation includes several preference programs and enterprise designations, notably a five percent small business preference and a Disabled Veteran Business Enterprise (DVBE) incentive option. Prospective bidders must provide comprehensive documentation, including insurance certificates with $1,000,000 in commercial general liability and $10,000,000 in automobile liability coverage. Contractors are required to submit multiple certifications, including workers' compensation, civil rights, and Iran Contracting Act certifications. While no specific incumbent vendor is mentioned, bidders must demonstrate compliance with COVID-19 guidelines and comprehensive safety protocols. The contract allows for potential liquidated damages in cases of service failures, emphasizing the critical nature of consistent and reliable transportation services. Although a specific budget range is not explicitly stated, the comprehensive insurance and operational requirements suggest a significant financial commitment. The procurement is open to businesses that can meet the stringent operational, safety, and documentation requirements outlined in the IFB.
