About this opportunity

The Texas General Land Office and Veterans Land Board is requesting proposals for credit reporting services and public record lien and judgment search services for the Veterans Land Board's Land and Housing Division, with proposals due October 2, 2026 at 2:00 p.m. CT and questions due by September 8, 2026. The GLO/VLB intends to award one or two contracts.

Respondents may propose for one or both services. Credit reporting services include tri-merge reports (individual and joint) with scores from Equifax, TransUnion, and Experian, skip trace capability, and direct integration with MeridianLink loan origination software. Public record services encompass mortgage fraud risk determinations, liens, and judgments searches. The awardee must automate direct data delivery into the VLB's loan origination system.

Minimum qualifications require at least five years in business providing credit reporting or public record services, documented experience meeting project schedules, automation capability for system integration, relevant project experience within three years, and demonstrated financial solvency. Respondents must submit audited or unaudited financial statements and complete a standardized financial worksheet evaluating liquidity ratios, solvency ratios, profitability metrics, receivables and inventory analysis, and Altman Z'-Score calculations against defined scoring thresholds.

The contract term extends from execution through December 13, 2031, with no guaranteed volume. The GLO/VLB reserves contingency upon availability of lawful appropriations and Board approval. Evaluation is weighted: cost (35 percent), demonstrated relevant experience and qualifications (30 percent), project approach and personnel (30 percent), and overall responsiveness (5 percent).

Required insurance includes Workers Compensation at statutory limits, Employers Liability at $1 million, Errors and Omissions at $1 million per occurrence, and Cyber Liability at $1 million per occurrence / $2 million aggregate. Respondents must provide cost proposals on the specified form, company narratives, key staffing information, project methodology, references from similar projects completed within three years, litigation history disclosures, and evidence of financial capability.
