About this opportunity
The Maryland Department of Juvenile Services (DJS) is seeking expressions of interest from community-based providers to deliver credible messenger mentoring and support services across all Maryland counties. The procurement targets providers capable of offering intensive life coaching and case management for youth in three specific programs: Thrive Academy (high-risk gun violence prevention), Thrive Passport (additional support services), and Detention Alternative. Key service requirements include contacting referred youth within 24 hours, providing 24/7 on-call services, and participating in DJS-designated training. Providers must have staff with personal lived experience in juvenile and adult systems of care, demonstrate ability to perform violence disruption and mediation, and effectively navigate high-violence neighborhoods. The expression of interest responses are due by June 23, 2025, and must include detailed information about the organization's program, counties of operation, intended service program(s), service delivery approach, youth capacity, and compliance with COMAR regulations. Providers must possess a rate issued by the Maryland Department of Education Interagency Agency Rate Committee for Fiscal Year 2025, with service implementation beginning August 1, 2025.
The solicitation does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. Potential respondents can support one or all three youth programs, with an average daily population target of up to 25 youth per county statewide. While specific award values are not disclosed, the procurement suggests a comprehensive, multi-county service delivery model with potential for significant funding allocation. The contract appears to prioritize providers with demonstrated expertise in youth intervention, violence prevention, and systemic support services. No incumbent vendors are mentioned in the documentation, and there are no specific references to existing technological infrastructure requirements. Providers will need to demonstrate robust operational capabilities, including comprehensive staffing with lived experience, 24/7 service availability, and a proven track record of engaging and supporting at-risk youth through intensive mentoring and case management approaches.
