About this opportunity

The Maryland Department of Juvenile Services (DJS) is seeking expressions of interest from community-based providers to deliver credible messenger mentoring and support services across all Maryland counties. The procurement targets providers with staff possessing personal lived experience in juvenile and adult systems of care, capable of violence disruption, mediation, and neighborhood navigation. Services will support youth in three distinct programs: Thrive Academy (high-risk probation youth), Thrive Passport (youth requiring additional supports), and Detention Alternative. Key service requirements include making initial contact with referred youth within 24 hours, providing intensive life coaching and case management, and operating 24/7 with on-call capabilities. Providers must have a rate issued by the Maryland Department of Education Interagency Agency Rate Committee for Fiscal Year 2025 and be prepared to serve an average daily population of up to 25 youth per county. The expression of interest must detail the provider's program name, operational counties, intended program focus, service delivery approach, youth serving capacity, and compliance with COMAR regulations. Responses are due by 3:30 PM on February 11, 2025, and should be submitted via email to ronald.colbert@maryland.gov, with questions accepted until February 5, 2025.

The procurement is subject to Minority Business Enterprise (MBE) subcontracting goals, with the specific percentage determined by service type and local MBE availability. DJS strongly encourages providers to explore MBE certification through the Maryland Department of Transportation (MDOT), particularly since these contracts will exceed $25,000. While specific award values are not explicitly stated, the comprehensive nature of the services suggests a significant potential contract value across multiple Maryland counties. The procurement emphasizes organizational capabilities such as staff experience, service continuity, and ability to work with high-risk youth populations. Providers must demonstrate capacity to integrate into the existing juvenile services ecosystem, with a focus on violence prevention, youth support, and community-based intervention. The procurement appears open to multiple providers who can meet the stringent qualifications, with the potential for multiple awards across different counties and program types.
