About this opportunity

The Maryland Department of Juvenile Services (DJS) is seeking expressions of interest from community-based providers to deliver credible messenger mentoring and support services across all Maryland counties. The procurement targets providers with staff who have personal lived experience in juvenile and adult systems of care, capable of violence disruption and neighborhood navigation. Services will target youth in three specific programs: Thrive Academy (high-risk probation youth), Thrive Passport (youth requiring additional supports), and Detention Alternative (detained or detention-risk youth). Providers must be prepared to contact referred youth within 24 hours, provide intensive life coaching and case management, and operate 24/7 with on-call services. Key qualifications include staff with system experience, ability to provide mediation services, and readiness to participate in DJS-designated training. The expression of interest must be submitted by December 27, 2024, at 3:30 pm local time, with providers required to detail their program name, operational counties, service capabilities, youth service capacity, and compliance with COMAR regulations. Interested parties can seek additional information by contacting DJS procurement staff at the provided phone and email addresses, with questions accepted until December 23, 2024.

The procurement is subject to Minority Business Enterprise (MBE) subcontracting goals, with the specific MBE percentage determined by service type and local MBE availability. DJS strongly encourages providers to explore MBE certification through the Maryland Department of Transportation (MDOT), particularly since these contracts will exceed $25,000. The Department seeks providers with a rate issued by the Maryland Department of Education Interagency Agency Rate Committee for Fiscal Year 2025, commencing January 20, 2025. While specific contract values are not disclosed, the procurement aims to serve an average daily population of up to 25 youth per county, suggesting a potentially significant contract value. Providers can express interest in supporting one or all three youth programs, with the expectation of comprehensive, trauma-informed, and community-centered service delivery. The procurement appears designed to create multiple vendor relationships across Maryland to support youth intervention and support services.
