About this opportunity
The State of Maine Division of Purchases is requesting quotes for crate construction materials, with responses due June 20, 2011 at 2:00 p.m. local time.
Awards will be made to the lowest responsible bidder offering the best value, with evaluation criteria including quality, conformity to specifications, delivery date, and overall economy. In the event of tied quotes, preference is given to in-state bidders or those offering Maine-produced or Maine-manufactured commodities. Cash discounts of 20 days or more will be considered in award determination; discounts under 20 days will not be considered due to normal accounting procedures.
Pricing must be stated as unit prices delivered to destination and include all applicable discounts. All transportation charges, including freight and express delivery, shall be prepaid by the contractor unless otherwise specified. The State is exempt from Federal taxes on articles not for resale and Maine State Sales and Use taxes; quotes should reflect these exemptions. Delivery terms must be stated in definite terms, with the earliest delivery date potentially serving as an award factor if time is of the essence.
Electronic submission of quotes is required. Bidders may submit additional and alternate bids with supporting documentation via fax or mail prior to bid opening. The State reserves the right to increase or decrease ordered quantities by up to 10% unless otherwise specified. Contractors must furnish items exactly as specified on the Purchase Order; any deviation may result in rejection. The Division reserves the right to reject any or all quotes and to waive formalities and technicalities when deemed in the best interest of the State.
Prospective bidders must complete a Debarment Certification confirming they are not debarred, suspended, or ineligible under Federal or State regulation. Failure to furnish certification or explanation disqualifies the bidder from participation.
