About this opportunity
The Palm Beach County Board of County Commissioners Purchasing Department issued a Request for Quotation (RFQ) for crane truck rental and transportation services on a term contract basis. The procurement seeks firm, fixed hourly rates for hydraulic crane trucks with operators across multiple capacity ranges (20-25 ton through greater than 100 ton), as well as loading/unloading services, rigging assistance, and transportation services utilizing "Landall" type and "low-boy" type equipment. Vendors must submit quotations for all 19 specified line items to be considered responsive, with submissions due by March 9, 2022, at 4:00 p.m. Eastern Time via fax or email to the Palm Beach County Purchasing Department. The contract evaluation will be conducted on an all-or-none total factored rate basis, with weight factors ranging from 0.01 to 0.10 applied to each line item to calculate comparative total factored rates. Vendors must demonstrate current licensing and certifications, maintain Commercial General Liability Insurance of at least $500,000, Business Auto Liability Insurance of at least $500,000, Workers' Compensation insurance, and complete vendor registration in the County's Vendor Self-Service system. The initial contract term is twelve months or until the estimated amount of $76,000 is expended, with four optional twelve-month renewal periods available at the County's discretion subject to mutual written agreement and appropriation of funds.
Palm Beach County offers a 5% local preference to vendors with a permanent place of business in Palm Beach County or the Glades, and Small/Minority/Women Business Enterprise (S/M/WBE) vendors within 10% of the lowest bid may receive award consideration. The County will award the contract to the lowest responsive and responsible vendor, and all pricing must remain firm for the initial term and any renewal periods with no escalation clauses permitted. The solicitation includes no incumbent vendor restrictions or existing infrastructure integration requirements. The estimated contract value is $76,000, which serves as the ceiling for the initial twelve-month term; however, the County reserves the right to reject any financially disadvantageous awards, increase or decrease the anticipated contract value, or rebid if the estimated value is reached before contract completion.
