About this opportunity
The Palm Beach County Board of County Commissioners issued a Request for Quotation (RFQ) for crane truck rental and transportation services on March 17, 2022, with responses due by March 25, 2022 at 4:00 p.m. local time. This is a re-quote solicitation seeking to establish a firm, fixed-price term contract for hydraulic crane trucks with operators available on an as-needed basis with no guaranteed minimum usage. The procurement encompasses 19 line items covering crane truck capacities ranging from 20 to over 100 tons, including loading and unloading services using forklifts, rigging assistance, and specialized transport services utilizing Landall-type flatbed transports and low-boy detachable trailers. All hourly rates must be all-inclusive, covering supervision, labor, equipment, materials, tools, fuel, mobilization, and all other costs necessary to perform services. Successful vendors must be licensed to operate crane equipment, maintain current vehicle registration and oversize load permits, and provide equipment operators with appropriate licenses including Commercial Driver's License and Class A certifications. Award shall be made on an all-or-none total factored rate basis to the lowest responsive and responsible vendor, with the contract term set for twelve months and an option to renew for four additional twelve-month periods at the original unit prices, subject to Board appropriation and mutual written agreement.
Vendors must provide evidence of Commercial General Liability Insurance of at least $500,000, Business Auto Liability Insurance of at least $500,000, and Workers' Compensation coverage in accordance with Florida Statute Chapter 440. The solicitation includes local preference provisions offering a five percent price reduction to Palm Beach County-based businesses, and Small/Minority/Women-Owned Business Enterprise (S/M/WBE) certifications are eligible for consideration within ten percent of the lowest bid. Vendors are responsible for all equipment maintenance, repairs, and compliance with OSHA, ANSI, and all applicable federal and state safety regulations. The anticipated contract value is $76,000 for the initial twelve-month term. No incumbent vendors or current contractors are referenced in the solicitation materials.
