Pricing must be submitted on a firm, fixed-price basis for unit costs including inspections, testing, load testing, certification, mechanical labor at regular, after-hours, and weekend rates, transportation, and waste disposal. Electronic bid submissions through the County's eProcurement Portal at https://procurement.opengov.com/portal/ocgov are required by February 13, 2026 at 2:00 p.m., with a question and answer deadline of Friday, January 30, 2026 before 2:00 p.m. The contract will be awarded to the lowest responsive, responsible bidder, with bids valid for 365 days after the closing date and an initial five-year contract term effective July 28, 2026, subject to renewal contingent on County Board of Supervisors approval.

The County offers a 5% preference for bids submitted by certified Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) vendors, with a maximum allowable preference deduction of $100,000, while businesses certified as both OCLSB and DVBE receive an 8% preference. All contractors must carry appropriate insurance, obtain a valid DUNS number and UEI number prior to award, and submit required documentation including certificates of insurance and W-9 forms within seven days of award notification. Personnel working at John Wayne Airport must obtain SIDA security clearance including FBI background investigation at an estimated cost of $38 per person and FAA-approved security training at $10 per person. The contractor must guarantee pricing equal to or less than those quoted to other local, state, or federal government entities and maintain firm pricing with no increases during the first contract year without documented cost justification and 30 days' advance written notice; however, price decreases automatically extend to the County. No incumbent vendor information or current contractor details are provided in the solicitation materials. The contract value is noted as "TBD" (to be determined), with compensation structured as fixed fees for specified services detailed in Attachment B, and this is a cooperative contract available for use by all County of Orange departments with a 2% administrative rebate on total sales from subordinate contracts managed through Pavilion.
