About this opportunity

Merced County and the California Department of Water Resources are seeking a qualified contractor to provide comprehensive crane inspection and certification services through Invitation for Bid (IFB) #10210371. The procurement covers annual certification and unit proof testing for cranes and hoists located at multiple facilities, including San Luis Field Division, Dos Amigos Pumping Plant, and Coalinga O&M Sub-Center. Contractors must be Cal-OSHA certified with a valid Certificate of Approval from the Department of Industrial Relations and possess a minimum of five years of experience performing crane certification services, specifically on large 175-ton capacity cranes. The contractor will be responsible for furnishing all necessary equipment, test weights, and personnel to conduct visual inspections, load testing, and issue compliance certifications in accordance with Articles 99 and 100, Title 8, General Industrial Safety Orders. Key procurement dates include IFB availability on May 29, 2025, technical questions due by June 12, 2025, bid submission deadline of July 2, 2025, and bid opening on July 3, 2025, with an anticipated contract term of three years starting December 1, 2025.

The procurement incorporates Small Business Preference and Disabled Veteran Business Enterprise (DVBE) program requirements, offering potential calculation preferences for qualifying bidders who meet specific subcontracting participation goals. Bidders must provide comprehensive insurance coverage, including $1,000,000 for commercial general liability and workers' compensation. While no specific incumbent vendor is mentioned, the solicitation indicates that any equipment not listed in Exhibit A, Attachment 1-Crane List will be charged at fair market price. The contract appears to allow for flexibility in pricing for additional or unlisted equipment. Though a specific budget range is not explicitly stated, the comprehensive nature of the inspection services and the multi-year contract term suggest a significant potential contract value. Prospective bidders must demonstrate technical expertise, compliance with safety regulations, and the capability to perform detailed crane inspections and certifications across multiple facility locations.
