About this opportunity
The State of California, Department of General Services, Facilities Management Division is requesting bids on uninterruptible power supply maintenance and repair services at Building #095 (Central Utility Plant), 625 Q Street, Sacramento, California, under IFB CR25-300826, with bids due September 1, 2026 at 2:00 p.m. A minimum 3% Disabled Veterans Business Enterprise (DVBE) participation is required, with incentive bonuses available for higher participation levels (up to 5% discount for 7% or greater participation). Small Business Preferences of 5% apply to California-certified small businesses.
The scope includes preventive maintenance, repairs, and one-time battery replacement for one Liebert S600T UPS unit, one maintenance bypass cabinet, and two sealed battery cabinets containing 80 EnerSys Data Safe batteries total. Bidders must hold a valid California Class C-10 Electrical license and ensure all equipment services are performed by Liebert Trained and Certified Service Technicians — mandatory qualifications that filter eligibility.
Costs are structured across four categories: quarterly preventive maintenance at specified rates, one-time battery replacement, foreseeable repair services, and unforeseeable repair services, with separate hourly rates for normal business hours, outside normal hours, and emergency situations. The contract term is three years with fixed rates throughout. The State will not pay for travel, freight, trip charges, fuel surcharges, or other fees not listed on the cost sheet.
Proof of General Liability, Commercial Automobile, and Worker's Compensation insurance is required at bid submission. The contract is subject to prevailing wage requirements with February 2026 rates applicable; all contractors and subcontractors must be registered with the Department of Industrial Relations if required by law. A non-mandatory walk-through is scheduled for August 5, 2026 at 10:00 a.m. Written questions are due August 12, 2026; questions and answers will be posted by August 21, 2026. Bid opening is September 2, 2026 at 2:00 p.m.
