About this opportunity

The State of California Department of General Services, Facilities Management Division is requesting quotations for Building Automation System maintenance and repair services at the Joseph A. Rattigan Building (#480) in Santa Rosa on an Informal Competitive RFQ basis, with bids due July 31, 2026. The awardee must hold a valid Class C-20 Warm-Air Heating, Ventilating, and Air-Contractor license from the California Department of Consumer Affairs and employ Niagara-trained and certified service technicians—both are capability gates.

The scope encompasses preventive maintenance (monthly and quarterly cycles), repair services (foreseeable, unforeseeable, and emergency with two-hour response requirements for emergency calls), technical support services up to forty hours per twelve-month period, software maintenance updates, system diagnostics, network communication testing, component inspection and calibration, and backup data storage. The BAS is a standalone system with no remote access allowed. Pricing is all-inclusive using a Cost Sheet (Exhibit B, Attachment 1) with differentiated hourly rates for foreseeable repairs, normal business-hour unforeseeable repairs, and outside-hours unforeseeable repairs. The State does not pay for travel, freight, trip charges, fuel surcharges, or taxes not expressly itemized.

The anticipated contract term is thirty-six months. Contractors claiming small business preference must be California-certified or commit to subcontracting at least twenty-five percent of the net bid price with certified small businesses. A five percent DVBE participation goal applies. Bidders must provide evidence of three prior satisfactory performance on similar work, a Certificate of Insurance naming General Liability, Automobile Liability, Workers Compensation (with $1,000,000 Employer's Liability), and Errors and Omissions/Professional Liability coverage ($1,000,000 each incident, $2,000,000 aggregate), a valid California Seller's Permit, Payee Data Record (STD. 204), and completed Bidder Declaration Form. All work must comply with California prevailing wage requirements (Labor Code sections 1770–1780), and the contractor must register with the Department of Industrial Relations. Award will be made to the lowest responsive and responsible bidder, with notification expected within forty-five days of the bid due date.
