About this opportunity
Palm Beach County Engineering and Public Works Department is requesting sealed bids for construction of CR-880 and Sam Senter Road intersection improvements and bridge replacement over the South Florida Water Management District Ocean Canal (Project 2019803), with bids due October 20, 2026, at 2:00 p.m. and a non-mandatory pre-bid meeting on August 13, 2026, at 2:30 p.m.
A 5% Small Business Enterprise (SBE) subcontracting participation goal applies, with a mandatory minimum 20% SBE participation requirement for Palm Beach County contracts subject to waiver requests demonstrating good faith efforts. The contractor must maintain at least 40% of the total contract amount performed by its own organization and comply with E-Verify requirements.
The scope encompasses roadway widening of approximately 0.8 miles on CR-880 to the south with either reconstruction or milling and resurfacing; bridge replacement with precast Florida Slab Beams and cast-in-place concrete decks spanning approximately 24 to 151 feet; geotechnical stabilization using Rigid Inclusion technology (shallow concrete piles on 6-foot grid spacing through peat layer with load transfer platform); signing and pavement marking improvements per MUTCD standards; and associated approach slabs, slope protection, and traffic control. The geotechnical investigation identified subsurface conditions including asphalt pavement, embankment fill, silty to clayey peat (2 to 10 feet thick), limestone, and groundwater depths of 2.5 to 12.7 feet, with estimated settlement of 2 to 4 inches in widening sections requiring periodic asphalt overlays. Rigid Inclusion cost is estimated at $25 to $28 per square foot, totaling approximately $1.6 to $1.8 million for the 4,200-foot corridor.
Bidders must submit proof of active Florida business licensure, signed certifications, a bid bond (or bond waiver affidavit for contracts $50,000 to $200,000), local preference documentation, scrutinized companies certifications, OSBD Schedules 1 and 2, all proposal pages with field-measured unit pricing, and a Qualifications and Experience Form documenting at least two similar projects within the last five years. Requests for information must be submitted at least five working days prior to bid opening. Contract documents are available for download via the Palm Beach County Vendor Self Service portal or as hard copies for a $40 non-refundable fee. Addendum 3 (issued September 25, 2026) moved the bid due date from September 1 to October 20, 2026; Addendum 2 (superseded by Addendum 3) had set the due date at September 29, 2026. The Board of County Commissioners reserves the right to reject any or all bids.
