About this opportunity

The Colorado Department of Natural Resources, on behalf of Colorado Parks and Wildlife (CPW), is requesting proposals for development and facilitation of trust workshops with proposals due October 9, 2026 at 12:00 PM MDT and written questions due September 22, 2026 at 5:00 PM MDT. A 5% preference applies to Service Disabled Veteran-Owned Small Businesses (SDVOSBs) with proper certification, and resident bidder preference is available per Colorado statute. The RFP encourages minority-owned and women-owned business participation.

CPW seeks qualified individuals and firms to develop and conduct a mix of in-person and virtual trust workshops for CPW staff and external partners. The workshops must incorporate the Marc J. Stern and Timothy D. Baird Trust Ecology Framework and provide tools for building and sustaining trust, partnership concepts, and effective partnership management practices. Offerors must demonstrate experience developing and facilitating similar partnership and trust workshops for government agencies, particularly natural resource agencies, and must provide resumes and project references.

The contract term runs through June 30, 2027. Proposals must include per-session pricing for both in-person and virtual formats with itemized breakdowns of planning, preparation, and travel expenses, plus an overall total for four in-person workshops, three virtual workshops, and one additional in-person or virtual workshop. Payment follows completion of each workshop upon invoice and Project Manager approval. Price proposals must remain firm and valid for at least 180 days following the proposal submission deadline.

The Department reserves the right to award to single or multiple offerors and to add additional goods and services as natural extensions of the procurement. Proposals are limited to 15 pages excluding the submission form and resumes and must be submitted via Colorado Vendor Self Service (VSS) or Google Forms. All deliverables, including reports, studies, and workshop materials, become the sole property of the State of Colorado. Top candidate interviews are scheduled October 21–23, 2026, with notice of award decision expected October 28, 2026 and project start November 11, 2026.
