About this opportunity

The City of Duluth, Georgia is soliciting Statements of Qualifications from qualified consulting firms to provide engineering design, environmental, right-of-way, and construction-phase services for the Pine Needle Trail project, a 0.9-mile shared-use path along Pine Needle Drive NW in Gwinnett County, with SOQs due August 7, 2026 at 2:00 PM.

Prime consultants must be prequalified by the Georgia Department of Transportation in Area Classes 3.02 (Two-Lane or Multi-lane Urban Roadway Design) and 3.13 (Facilities for Bicycles and Pedestrians). The consulting team must collectively satisfy additional GDOT area class requirements covering environmental, survey, utility, traffic, landscape, bridge, and construction phases. All submittals require notarized certification forms, the Georgia Security and Immigration Compliance Act Affidavit demonstrating E-Verify compliance, and proof of accounting systems meeting 48 CFR Part 31 requirements.

The project extends from the roundabout at George Rogers Avenue to the intersection of Parkway Circle NW along SR 120/Duluth Highway/Abbotts Bridge Road. The City will execute a multi-phase, project-specific Master Services Agreement covering design through construction completion, with potential consultant utilization during construction for necessary revisions. Contract amount will be determined through negotiation with the selected firm; payment structure options include lump sum, cost plus fixed fee, cost per unit of work, or specific rate of compensation. The City retains the right to terminate negotiations with the highest-scoring finalist if satisfactory rates cannot be agreed upon and to begin negotiations with subsequent ranked finalists.

The selection process is two-phase: Phase I evaluates experience, qualifications, resources, and workload capacity, with three to five firms shortlisted as finalists; Phase II requests technical approach and past-performance evaluation from finalists. Written questions are due July 21, 2026. The selected consultant will coordinate with the City, the City's Program Manager, and the Georgia Department of Transportation throughout the project lifecycle. No offerors' conference will be held. A communication restriction prohibits firms from contacting City staff except through the designated question-submission contact.
