About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, on behalf of the Judicial Branch, issued RFQ 40A 201001-077 requesting quotations for Coway Airmega 400 Smart air purifiers or equivalent units with replacement filter sets, with quotations due October 15, 2020, and has structured the award as a master agreement available to all Maine state departments and agencies.

The immediate order comprises 118 air purifiers with filter sets for delivery to four judicial locations: York District Court (18 units), Lewiston District Court (23 units), Capital Judicial Center in Augusta (35 units), and Penobscot Judicial Center in Bangor (42 units). Bidders may propose equivalent items if supported by comparative specification sheets. Quotations must be submitted through Advantage Vendor Self Service in Excel format, accompanied by a bid cover page with debarment certification, product data sheets, warranty information, and company letterhead quote. Pricing must be quoted on FOB-Destination basis inclusive of shipping; the State is exempt from federal, state, and local taxes and requests tax exclusion from quotations.

The initial contract period runs from October 26, 2020, through November 30, 2021, with three optional one-year renewal periods extending through November 30, 2024. Delivery must occur after receipt of order (ARO), with 10 percent compensatory damages of total project cost assessed for each week the initial delivery deadline is not met. The State reserves the right to reject non-conforming bids and may decline to award to the lowest bidder if that bidder has documented poor performance or a terminated or non-renewed contract within the prior five years. All bid responses remain valid and binding for 180 days from the bid opening date. Bidders may optionally indicate willingness to extend pricing to Maine municipalities, political subdivisions, and school districts, though this will not factor into award evaluation.
