About this opportunity
Tom Green County, Texas is soliciting statements of qualifications from architectural and engineering firms for its Courts and Justice Facilities Planning and Feasibility Study under RFSQ 27-003, with written inquiries due November 18, 2026 and sealed submissions due December 16, 2026 at 2:00 p.m. The County anticipates selecting one firm as prime consultant to lead an integrated architectural and engineering team.
The study will evaluate current and projected judicial and operational needs, including court workload, staffing, space utilization, security, accessibility, and service delivery, and compare new construction, renovation, adaptive reuse, or combinations of these. Deliverables include an existing conditions report, space needs assessment, facility program, conceptual plans and alternatives, feasibility study, planning-level cost estimates, and a phased Capital Improvement Plan. Recommendations must coordinate with adopted City of San Angelo comprehensive and downtown plans and evaluate shared public uses consistent with court operations and security.
Evaluation totals 130 points: experience and qualifications (50), work performance and references (30), capacity to perform (20), and interviews with selected firms (30). Proposers must submit a notarized submission affidavit, vendor compliance forms covering civil rights, debarment, boycott certifications, and EDGAR compliance, and at least three client references for comparable public-sector professional services. Required insurance includes statutory workers' compensation, comprehensive general liability at $1 million combined single limit, and business automobile liability at $1 million combined single limit.
Selection follows Texas Government Code Chapter 2254: the County selects the most qualified firm and negotiates scope, terms, and time limits before requesting a fee proposal. The contract runs for the project's duration, with potential follow-on schematic design, design development, construction documents, and construction administration upon County approval of the preferred alternative. Payment follows Chapter 2251 upon acceptance of completed services and is contingent on current fiscal year budget appropriations.
County responses to inquiries post by December 1, 2026. Submissions open publicly at 2:05 p.m. on December 16, 2026, at the County Auditor's Conference Room in San Angelo.
